You must finish the “Veilbreaker” quest, an epilogue to “The New War,” in order to access Kahl’s Garrison. When this quest is finished, Kahl will be moved to the Drifter’s Camp. You can switch to the Drifter’s Camp from the Earth nodes on the Star Chart if you aren’t already there.
Once unlocked, exit your Orbiter and proceed up the path to find Kahl’s camp. After finishing the first Veilbreaker weekly mission, you can speak with Kahl to begin his weekly mission, browse Chipper’s offerings, and customise Kahl from a nearby appearance station.

The weekly Kahl missions you complete will raise your Garrison rating. The Garrison is not connected to a Syndicate reputation farm. Your rank in Kahl’s Garrison will rise by one if you successfully complete the current weekly objective. Running the same task more than once will not earn you more reputation, nor will side objectives connected to weekly missions.

Every Syndicate has five ranks, including Kahl’s Garrison. By default, players begin at rank one. It will take four weeks to reach max rank with Kahl’s Garrison and unlock all of Chipper’s Offerings and Kahl’s customization options because you can only complete one mission each week.
Kahl’s Weekly Missions
Players can visit Kahl in Drifter’s Camp every week to perform a weekly quest, which when finished awards Stock and Garrison ranks. Weekly tasks are determined by your personal advancement rather than a weekly rotation. There are three missions each week:

There are six additional side objectives for each mission. Stock, a currency used to pay for goods from Chipper, will be awarded for completing certain goals. By successfully completing each of the six weekly tasks, you can earn up to 105 Stock each week. The challenges can be finished by running a weekly task more than once; not all six must be finished in a single run.
Progress on challenges is now carried over between runs thanks to the Echoes of the Veilbreaker upgrade. To finish the Genestamp weekly challenge, for instance, you only need to find two more Genestamps on subsequent runs if you find three in one run. Collectible difficulties are significantly less laborious as a result.
